Academic Staff Union of Nigerian Universities (ASUU) has condemned the attitude of the Federal Government towards the strike action embarked upon by the universities teachers saying that if the government has not defaulted in the implementation of the agreement reached and signed with the union, there would not have been a strike action.







ASUU Chairman, University of Ibadan Chapter, (UI) in an exclusive interview said, “It is unfortunate the situation we have found ourselves in this country. When we started this strike action, we felt we are dealing with a responsible and responsive government. We felt this is a government that would want to do that which is the yearning of the people. We felt this is a government that will see the need to quickly address issues that have led us to the strike. It is a pity that we have been talking to deaf and dumb government. This is the fourth month and this government is not yielding to the wishes of Nigerians which is to fund public universities appropriately.”



He continued, “It is not a nice story that Nigeria’s universities have been shut for four months and the government is not putting in serious efforts to making sure that the problems are addressed. It is really sad.”



Ajiboye who noted that the nation’s universities cannot continue to run the way they are presently, said without the urgent intervention of the government to arrest the rots that have accumulated over years, the universities cannot produce the expected results.



The ASUU leader stated that the union has refused to shift ground so that public universities could be protected for the children of the poor to have access to the university education and have universities to go.



Lamenting how the government has killed both primary and secondary schools in the country, he appealed that efforts should be put in place to sustain public tertiary institutions stressing, “the private universities is unaffordable for the poor.



The lowest school fee in a private university is N700, 000. Where can parents that are on minimum wage of N18, 000 get such amount of money to send their children to such university?”



Ajiboye also condemned the attempt of the government to rubbish the personality of Deacon Gamaliel Onosode and other eminent Nigerian personalities who negotiated with the ASUU to produce the 2009 agreement.

The Nigerian Police Force Wednesday, tear-gassed members of the Academic Staff Union of Universities, ASUU, University of Abuja branch as they mobilise for their protest into the streets of the Federal Capital City, Abuja.



Eyewitnesses said that the lecturers had gathered at the mini-campus of the university at Gwagwalada for the protest when suddenly policemen and plain clothes security personnel took over the entire arena and prevented them from the embarking on the protest.





Speaking to journalists, the zonal Chairman of ASUU, Dr. Clement Chup said ASUU sent a letter to the Commissioner of Police at Gwagwalada to notify him of their protest but was surprised when they were prevented by Police from entering into campus.



According to him, “We members of Academic Staff Union of Universities, ASUU of University of Abuja had actually planned to carry out a peaceful demonstration today . What we planned was to have a community marching just to march through some major streets in Abuja, to sensitize the public on the essence of our strike. You will agree with me that the strike that has been on for the past four months now is a cause for worry for everybody. We wanted to tell members of the public we are on strike because the Federal Government have refused to implement the agreement they had with our members since 2009.



“But unfortunately when we got to the campus this morning (Wednesday), we were prevented from entering the campus by Policemen. When they prevented us from entering the campus we sat down helplessly outside the gate, just chatting and trying to put heads together, the Policemen came around and tear gassed us several times to disperse us”.



Chup continued, “We were wondering why, a security agent that are suppose to provide security for law abiding citizens would turn around and begin to oppress the same people they are suppose to provide security for. It was really a cause for worry, even as they threw over 13 canisters of tear gas at us. Some of us were soaked in the tear gas and one of us who has asthma condition was rushed to the hospital.



“We insisted that it is our right so at the end of the day we were able to carry out our protest at a point in front of the university gate. When they tried to stop us and they didn’t succeed they now allowed us to carry out our protest at the gate., where we displayed our banners, sang our solidarity song and left”.

Just like in Nigeria, where the university staff union (ASUU) embarked on a nationwide strike, union members working in higher education in United Kingdom have taken part in a UK-wide strike over pay on Thursday.



Members of trade unions took to the picket line at University of Ulster Jordanstown, St Mary's College in west Belfast and Queen's University.



They are calling for an improvement in the 1% pay rise offer made by employers as they say they have suffered a 13% real term pay cut since 2008.



According to Unite union, pay and benefits for university leaders have increased on average by more than £5,000 in the last year, with the average pay and pension package for vice-chancellors hitting almost £250,000.



Mike Larkin, president of the university and college union at Queen's said workers felt they had no other choice.



"Pay has been so low for so many years, we've lost 13% in our pay over the last four years and a 1% pay offer is just not good enough," he told UTV.



He added that those on strike were not out to damage the education of university students.



Eugene McGlone, from Unite the Union, told UTV: "Staff at universities have seen their pay drop over the last five years.



"And at the same time have noticed that the top 10% of the employees at the university - that's the top 10 managers etc - have seen their pay increase by at least 5.5% year or year and those sorts of figures are absolutely damning."



Academic and support staff have both taken part in the action.



Dr John Barry from the School of Politics at Queen's said the walk-out was a "sign of desperation".



"Prices have risen, the price of fuel, the price of childcare, travel and essentially we've taken a pay cut over the last number of years and enough is enough," he said.



"Our campaign is not simply for well-paid academics, this is really about the pay and conditions for the quality of work that we want.



"Universities are here as major drivers of the economy, certainly in Northern Ireland, it's about helping create a post-conflict society.



"We certainly want to be paying academics and indeed our support staff good wages as well."



Queen's University has said it does not support strike action and that it has taken necessary steps to ensure there is minimal impact on students.



Some students were disgruntled at the disruption to their classes and told UTV they were not in favour of the strikes.



But further action, around graduation and exam times, could be planned if a resolution that workers are happy with is not found.





According to BBC Mary Senior, UCU's Scottish official, said there had been a good turn-out at the picket line at Queen Margaret University in Edinburgh.



She said: "We're very upbeat, we've been explaining to people why we are out today and people have been signing our petition.



"Lectures have been cancelled and the library in Glasgow is closed, so the action is having an effect.



"We want the employers to come back to the negotiating table and make a better offer."



Protests were also organised at Stirling and St Andrews.



Union members were also expected to take part in rallies later.

Growing pains: Isaac with his parents Carrie and Randy Brown, who had to teach him how to know he had been hurt



Isaac Brown is a 5-year-old boy from Iowa who suffers from a rare genetic condition which makes him immune to pain, but not to the effects of his frequent injuries. Painful falls, deep cuts and other agonizing injuries that normally make children scream at the top of their lungs and cry out for their parents, don’t determine any kind of reaction from little Isaac. Even after he broke his pelvis by falling from playground equipment, he calmly acknowledged that something was wrong, but he didn’t feel pain.





Isaac was born with a conprivate part insensitivity to pain (CIP) and, according to his parents, the first years of his life years were especially hard as the boy “would just drop to the ground and smack his face on the table. He thought the fall was fun.” Unaware of the damage he was doing to his body, he also put his hands on a working oven burner and one time cut himself with sharp pieces from a mug he had broken. His parents sought medical help but were disappointed to find that his condition was untreatable.



The only advice medics were able to give the couple was to teach Isaac to recognize pain. He now knows that bleeding is bad but he is still unable to understand that there are different levels of pain which vary in intensity. While he understands that his father accidentally stepping on him is painful, he doesn’t recognize that a cat brushing against him, while it might be unpleasant to some, should not hurt. Unfortunately, Isaac’s response in both of these situations is the same “Ow” that his parents thought him to say.



However, when he broke his pelvic bone at the playground, the boy became aware that something was wrong, but wasn’t quite sure what. “He thought his ankle hurt,” his mother says. Because of this, she believes that “He does feel [something], but the pain has to be 20 to 30 times greater to what we would feel.” Apart from his inability to feel pain, Isaac also suffers from Anhidrosis – a rare condition that affects fewer than 100 people in the United States, which renders him unable to control his temperature or feel hot or cold. In the summer, when the temperatures are sky-high, he is forced to stay indoors or wear a cooling vest to help him lower his body’s temperature.



Because CIP is so rare, medics don’t know what causes it or what to advise parents with children who suffer from it. In an attempt to learn how to take better care of their son, Mr and Mrs Brown have also sought help online and found “The Gift of Pain”, a Facebook group created by desperate parents looking to give their kids the chance to a normal life. As members of this group, the parents of Ashlyn Blocker – a 13-year-old girl with the same disorder who has been featured in numerous news pieces when she was a bit younger, have set up a gathering called “Camp Painless but Hopeful.” Any family burdened with CIP can attend and learn more about the condition as well as ways of preventing their kids from unknowingly hurting themselves. Although Isaac has been kept quite safe by his parents without resorting to extreme measures, “other kids have had all their teeth removed because they would self-mutilate, bite their tongues, chew their fingers off,” Mr Brown says.

The hearing was adjourned from yesterday, Wednesday, to allow the aviation minister attend. The minister was expected at the Wednesday hearing but was absent because she was away in Israel for a bilateral air service agreement signing.



NE gathered that the minister arrived at the venue of the hearing, 100 minutes after the hearing was scheduled to kick off.



Ms. Oduah however apologized for her inability to attend previous hearings. She said said her absence was not out of disrespect and thanks the committee for rescheduling her appearance.

Fifty three Nigerians were detained today after a mob of about 200 of them blocked a National Highway over the death of a fellow national, prompting the Goa government to announce a major crack-down on foreign nationals living in the state without proper documents.







The mob blocked highway after allegedly ransacking the police hearse van that was carrying the body of a Nigerian, who was found dead with multiple stab wounds last night, police said.



Following the incident, the police would comb the entire state and locate Nigerians and other foreign nationals staying without visa and other documentation.



Police officers said that the murder was fall-out of a gang rivalry in the drug trade.



Of the 53 Nigerians who were detained today, those involved in the ruckus would be arrested and the documents of others would be verified, the police said.



Locals people were said to have brutally beaten up two Nigerians protesting on the road, who were admitted to the district hospital. Locals who assaulted the Nigerians would also be booked, the assured.

Fire on Wednesday engulfed the Nigeria National Petroleum Corporation deport in the Pogo area of Minna and consumed one of the storage tanks before it was brought under control





Although the cause of the fire was not made public by the depot officials, our correspondent gathered that it might have resulted from the lightning that struck the facility during torrential rain at about 8.30pm



Eyewitnesses said the inferno lasted for over four hours before it was put off by the joint efforts of the depot fire fighters and men of the Nigeria Security and Civil Defence Corps.



It was learnt that the thunder arrestor of the tank that was struck by thunder was stolen few months ago.

Two of the thunder arrestors were said to have been stolen from the depot in February, forcing the management, in a memo to the security firm handling the facility, to ban workers of a contracting company from entering the facility.

Delta State Attorney-General and Commissioner for Justice, Mr. Charles Ajuyah (SAN), yesterday said that the state government would not give up its bid to reclaim ownership of the $15 million that was allegedly offered to Economic and Financial Crimes Commission, EFCC, in 2007 by convicted former governor, Chief James Ibori.





Fielding questions from newsmen when he took his turn to present the mid-term report of his ministry, Ajuyah said that the state government was not deterred by last week’s judgment by a Federal High Court in Abuja, which refused to grant ownership of the money to the state government.



He said that the state government was studying the judgment and looking at all the variables on whether to file an appeal or not.



He said: “The judgment has been given, and we will take appropriate steps within the time frame of three months. We are looking at the variables.”



66 convicted for kidnapping/armed robbery



The Attorney-General gave a breakdown of criminal cases in various high courts from 2007 to October 2013, which, according to him, showed that 2,386 criminal cases were initiated during the period, 238 convictions were secured, 472 struck out and 110 cases discharged.



“It will interest you to know that we have secured 148 convictions of which 66 were connected with kidnapping and armed robbery. What this signifies is that arrested suspects are not unnecessarily incarcerated for long periods without trial. Once we have evidence, we go all out to prosecute,” he said.

A publisher, Tony Iwena, has been remanded in Kirikiri Prisons, Lagos, by an Ikeja High Court, for allegedly issuing dud cheques to the tune of N13.05 million.


Justice Olutoyin Ipaye, Thursday, ordered that 53-year-old Iwena should be kept behind bars pending the determination of his bail application fixed for 11 November.


Iwena, who lives at 1, Otuyelu St., Oke-Ira in Ogba, Lagos, is being tried on a three-count charge bordering on fraud and issuance of dud cheques by the Economic and Financial Crimes Commission (EFCC).


The News Agency of Nigeria (NAN) reports that the accused, who entered a plea of not guilty, is charged alongside his company — Tonad Publishing Ltd.


Counsel to the EFCC, Mr M.K. Bashir, alleged that the accused committed the offences sometime between October 14 and 21, 2010 at Mushin.


He said Iwena issued three Union Bank cheques for the sum of N13.05 million in favour of Star Chem Industries Ltd.


The cheques were dishonoured on presentation at the bank, Bashir told the court.


He said the offences contravened Section 1(1) of the Dishonoured Cheques (Offences) Act, Laws of the Federation, 2004.

The Nigerian Army on Thursday said it had destroyed two suspected operational vehicles of the Boko Haram sect in the ongoing operations in Maiduguri.


The spokesman of the 7 Division of the Nigerian Army in Maiduguri, Lt.-Col. Mohammed Dole, announced this in a statement.


Dole said that the destruction was to clear the insurgents terrorising motorists on high ways in Borno.


“We have been able to identify camps used by the terrorists in planning attacks against motorists and innocent villagers in Kaga Local Government Area of the state.


“Troops of the division, supported by the Nigerian Air Force, have been able to destroy these camps since we began the operations this week,” Dole said.


He said three surveillance motorcycles believed to be used by the sect in planning attacks had also been recovered.


“They mostly used the motorcycles in spying to plan for attacks on innocent people.


“The General Officer Commanding the division (GOC), Maj.-Gen. Obidah Ethan, is happy with the cooperation of the public towards supplying vital information on the movement of the terrorists.


“I therefore wish to express our gratitude to the public for the support and cooperation extended to us so far.


“We have been able to dislodge the terrorists from their camps which have been their hiding places.


“They are now in disarray, trying to save their lives instead of planning attacks on innocent persons,” Dole said.


He said the division had created patrol teams on major high ways in the state to prevent isolated attacks on motorists. [NAN]

As the National Union of Electricity Employees (NUEE) readies to withdraw its members from all Power Holding Company of Nigeria (PHCN) facilities across the country tomorrow, plans have also been concluded by the Vice-President, who is also the Chairman of the National Council on Privatisation (NCP), Alhaji Namadi Sambo, to formally hand over the physical assets of 14 PHCN successor companies to their new owners.


The event is expected to occur simultaneously at the headquarters of the successor firms across the country where the vice-vresident would be represented by ministers and other top government functionaries.


A statement from the Bureau of Public Enterprises (BPE), which was signed by its spokesman, Chigbo Anichebe, however said the Sapele Generation Company (SGC) would not be affected by the exercise since the NCP had directed its legal committee to undertake a comprehensive legal review of the status of the company following the failure to complete payment by the preferred bidder.


The successor companies expected to be handed over to the new investors include Abuja Distribution Company (owned by KANN Consortium Utility), Benin Distribution Company (Vigeo Power Consortium), Eko Distribution Company (West Power & Gas), Enugu Distribution Company (Interstate Electrics Ltd) and Ibadan Distribution Company (Integrated Energy Distribution & Marketing Limited).


Others are: Ikeja Distribution Company (NEDC/KEPCO Consortium), Jos Distribution Company (Aura Energy Limited), Kano Distribution Company (Sahelian Power SPV Limited), Port Harcourt Distribution Company (4Power Consortium) and Yola distribution Company (Integrated Energy Distribution & Marketing Limited).


The generation companies expected to be handed over are Shiroro (owned by North-South Power Company), Kainji (Mainstream Energy Solutions Ltd), Geregu (Amperion Power Distribution) and Ughelli (Transcorp Ughelli Power Plc).


Expected to represent the vice-president at the various hand over venues are: Minister of Power, Prof. Chinedu Nebo (Abuja), Coordinating Minister for the Economy and Minister of Finance, Dr. Ngozi Okonjo-Iweala (Ibadan): and Minister of Petroleum Resources, Mrs. Deziani Alison-Madueke (Enugu).


Others are Minister of Trade and Investment, Mr. Olusegun Aganga (Eko), Minister of Transport, Senator Idris A. Umar (Kainji/Jebba) and Attorney General of the Federation (AGF) and Minister of Justice, Mr. Mohammed Bello Adoke (Yola).


Others include the Minister of Mines and Steel Development, Mohammed Musa Sada (Kano), Minister of Information, Labaran Maku (Jos), Minister of Labour and Productivity, Chief Emeka Wogu (Ughelli) and Minister of State (Works), Ambassador Bashir Yuguda (Shiroro).


Director General of BPE, Mr. Benjamin Ezra Dikki (Ikeja & Egbin), Permanent Secretary, Ministry of Power, Dr. Godswill Igali (Port Harcourt), Chairman, Presidential Task Force on Power, Mr. Beks Dagogo-Jack (Benin) and Group Managing Director of NNPC, Mr. Andrew Yakubu (Geregu), will also participate in the exercise.


Out of the 14 successor companies scheduled for handover, a total of US$2, 525,824,534 has been realised as proceeds so far. US$1,256,000,000.00 out of the amount came from the Distribution Companies (DISCOs), while the Generation Companies (GENCOs) raked in US$1, 269,824,534.


According to the federal government, it has set aside the entire proceed of N384 billion from the transaction to settle labour liabilities.


In its determination to resolve all labour issues before the handover, the BPE said it had despatched a team of consultants and its staff for the biometric data capture of 1, 478 employees of the Enugu Distribution Company who could not be audited because of virus attack on the system where their names were stored.


Meanwhile, the federal government yesterday disclosed that it had paid a total of N214.22 billion to 40,093 workers of the workers as severance allowance, adding that the sum of N80.290 billion had been paid as pensions and gratuities.


While briefing State House correspondents at the end of a meeting of stakeholders in the power sector at the Presidential Villa, the Permanent Secretary of the Ministry of Power, Godknows Igali, said government would ensure that all PHCN workers, whose record had been validated are duly paid their entitlements.


He further said the payment was coming ahead of the handover of the assets of the PHCN by private investors tomorrow simultaneously across the country, stressing that an additional 605 workers have also been validated on Tuesday and their payment have just been paid.


In a statement signed by NUEE’s Secretary, Joe Ajaero, the group claimed that only 68 per cent of the gratuity payment had been made, noting that “no member has received a dime of the pension funds savings into his/her Retirement Savings Account (RSA) as agreed.”

Benue State Governor and Chairman of the federal government NEEDS Assessment Implementation Committee for the Nigerian universities, Mr. Gabriel Suswam, has denied any direct involvement in the award of contracts for the government owned-universities, either by himself or the committee.


In a statement signed by his Special Assistant on Media and Public Affairs, Cletus Akwaya, Suswam noted that the funds were disbursed directly to the vice-chancellors of the benefiting universities in the presence of the chairmen of the governing council of the universities.


The governor also explained the criteria followed in disbursing the N100 billion intervention fund provided by the federal government among the 59 public universities across the federation, as well as the breakdown of the allocation.


“There was no-behind-the-table dealings as the disbursement was done in the most transparent manner, with all the vice-chancellors at a meeting with chairmen of governing councils,” he stated.


He noted that the committee adopted the population spread of students in various government-owned universities as a criteria in order to determine the allocation of the fund.


“The sub-committee relying on figures contained in the NEEDS Assessment report categorised the universities into three. The first category was those with students population of 30,000 and above, the second category had universities with students enrolment of between 25,000 and 29,000, the third category comprised universities with students size of between 15,000 and 19,000 while the fourth category had universities with students population of between 5,000 and 14,000,” he said.


“The University of Ibadan received the largest share of N3.25 billion, closely followed by the Ahmadu Bello Univesity, (ABU) Zaria, which received N3.2 billion, while the University of Jos, University of Lagos, University of Maidiguri and Nnamdi Azikwe University, Awka received N3.05 billion each.”


Suswam stated that his committee had nothing to do with the award of contracts, but the governing councils of the various universities reserve exclusively, the right to award contracts.


“It is important to emphasise that the Presidential Implementation Committee headed by Governor Suswam has nothing to do with the award of contracts under this programme as the governing councils of the universities have the overall control of the funds disbursed to their respective institutions. All the contracts are therefore being awarded by the respective universities without any interference whatsoever by the committee,” he said, adding that the committee only assumed a monitoring role on the projects, so as to ensure quality.


“For the avoidance of doubt, Governor Suswam and members of the committee have said they would have nothing to do with the contracts and have accordingly consigned themselves to the monitoring role to ensure the projects are executed according to the set standards. Already, the committee has dissolved into six sub-committees to monitor the projects in universities located within the six geo-political zones of the country,” he said.


Suswam therefore appealed to the leadership of Academic Staff Union of Universities (ASUU) to discontinue the strike, adding that ASUU’s action was premature and was not based on the realities of the situation.


“In ASUU’s view, the 2009 agreement provided for N100billion capital injection to stimulate the process of infrastructure on the campuses. This was to be followed by a progressive increase on an annual basis up to the tune of N400 billion by 2014.


“The federal government unfortunately could not commence this aspect of the agreement in 2009. The federal government’s position is that although there were delays in the implementation of this aspect of the agreement, having commenced the process in 2013 with N100 billion, there would be annual progressive intervention in the following years,” he said.





Nigerian Navy Secondary School


One of the teachers at the Nigerian Navy Secondary School, Abeokuta, the Ogun State capital, Mr. Rashid Ibrahim, was Wednesday beaten to a state of coma by six naval officers, following an argument.


Ibrahim, a teacher of Food and Nutrition at the school, was said to have been rescued by another officer after which he was later rushed to the school clinic.


Declining to speak on the incident, the school Commandant, Commodore M. A. Olatunji, said he would have to get clearance from the naval authorities before he could make any comment.


As he lay on his hospital bed, the victim narrated his ordeal to newsmen, saying, he was beaten for no just cause, adding that the officers accused him of abusing one of them.


“When I got to the gate of my office this morning, normally when you get there, a rating officer will check your car. So, I was expecting them to come out, they didn’t come out.


“There were two buses at the gate blocking the entrance. I called one of the officers, Aliyu, to ask for what was going on, but in the process, he just flared up.


“Suddenly, another rating officer, Oyerinde, who was at the security post, threw a stone on my car. They were later joined by the most senior officer, Mr. Shodiya, ordered that the men should beat me and they all pounced on me.


“They used their iron belts to beat me and dragged me on the floor. They used sticks and every other available thing to beat me. People tried to stop them, but they refused until the commandant came out to stop them.”


“Almost all the parts of my body are in pains; the major ones are my head and my back. My ribs are affected and I have bruises in my mouth because they gave me blows on my mouth,” Ibrahim said.





ACF The pan-northern socio-political group, Arewa Consultative Forum (ACF) has warned that the outcome of the national conference being planned by the Federal Government will suffer the fate of similar exercises in the past, whose resolutions were never implemented.


At the joint meeting of its Board of Trustees (BoT) and the National Executive Council (NEC), chaired by Gen. Jeremiah Useni (rtd), ACF maintained that the national conference would not achieve any positive result that would develop the nation.


This was contained in a statement signed by the forum’s National Publicity Secretary, Mr. Anthony Sani, who said that the Arewa elders “deliberated on many issues of national importance.”


According to Sani, the northern leaders “considered the decision of the Federal Government to convoke a national conference/national dialogue against the backdrop that the decisions of past conferences are yet to be implemented by the appropriate authorities. The ACF therefore expressed doubt that the outcome of the current exercise would not suffer the same fate.”


However, he noted that “as a mark of good faith in the hope that real issues of real concern to real Nigerians may be discussed, the ACF urged northerners to participate in the national conference/national dialogue in the interest of national solidarity that goes with relative pluralism.


“Towards this end, only delegates with proven intelligence and patriotic courage should be encouraged and supported to attend the conference.”


Sani said that the ACF advised the federal government to use local government areas as constituency units for representation at the conference and that one delegate per local council area should be the basis.


He stated that the joint meeting “received and considered the report on the adverse effect of proliferation of groups claiming to speak for the same North”, and advocated the need to speak with one voice for effective performance.








Minister of Aviation,Princess Stella Oduah Thursday told members of the House of Representatives Committee on Aviation that the alleged purchase of N255million BMW armoured cars were not bought for her personal use.







Oduah who astonished stakeholders with this disclosure at the investigative hearing on the issue in her 12 page presentation said:



“As you all are aware, what necessitated this public hearing were the events that followed a false and malicious online publication that I had compelled the NCAA to purchase for me 2 nos BMW bullet proof cars at the cost of $1.6million. ”



“Let me state emphatically that from the onset that the allegation concerning the purchase of the 2 nos bullet proof cars for me by the NCAA is false in its entirety. ”



After reading her presentation, Rep Zakari Lafia Mohammed asked her whether it is a loan or lease that her agency obtained from FBN, she said it is the same. She said the money NCAA would pay would still be below the N240million at the end of the year.



On whether she acted within the ambit of the law in giving approval beyond N100 million , she said she approved the money and asked the NCAA to do the needfull.



What is the needfull?

The Committee and the minister disagreed on what do the needfull meant.



She had claimed that in her approval she said kindly do the needfull.



Rep Mohammed took on her that saying the needfull means a go ahead to implement.



Responding, Oduah said”no you are wrong on that the needfull does not mean full approval. ”



The NCAA DG Folu Akinkuotu was asked whether he did the needfull, he said he was not In-charge at NCAA when the order was given for the purchase.



The permanent secretary of the Ministry, George Ossi was tackled for misleading the minister by not appropriately advising her.



The committee said the permanent secretary ought to have asked the NCAA to do the right thing.



The PS claimed that due diligence ought to have been done by the agency before applying for the approval.



He claimed that he was not available at the time everything happened .



The DG said he would have followed the procurement Act if he were the one the directive was given to do the needfull.



He said the acting DG Joyce Daniel Nkemakolam ought to explain why he did not do that.



Nkemakolam said we interpreted the directive to mean to go through it in line with the procurement Act. He said they did the due diligence but they had a mindset that they were within the budget limit.

But he was asked why he didn’t do due diligence to ensure that it was in tandem with the procurement law, he said he thought since the agency had got the approval of the National Assembly there was no need for such diligence.

He was asked why he initiated a memo to approve 54 vehicles when what the National assembly approved was 25 vehicles.



He was reminded that what was approved was N240million and not N643million.



NCAA was asked whether the board sought approval of the president to approve the car loan. Nkemakolam said he was working on the mindset that they were still within the approved limit.

He said that what NCAA discussed with First bank was a lease. He was asked the date the board of NCAA approved the loan facility.

The DG was asked how many trainings did he organise for NCAA staff , he said he relied on experts.

He said that his mindset has always being that they did not exceed the amount approved.

He was asked whether the NCAA board approved the money.

He said the NCAA has interim board. He said that he was working on account that it was a lease not loan.



The drama continued with Rep Manwe asking the former DG of NCAA to disclose who uses the controversial bullet proof cars since the Minister bluntly confessed that they were not bought for her use.



“Who is using the vehicles now since the Minister said they were not purchased for her?” he asked.



To the DG, that was one question that got him jolted. Minutes passed before he could provide an answer. And when he finally found his voice, he said “Anybody can use the vehicles when they are in the pool. They are operational vehicles.”



But the Lawmaker wouldn’t give up. He continued with a rider to the question.



“Do you mean that a messenger or cleaner in the agency can use the cars?” He asked.

At this juncture, the hearing room became deadened in silence with the DG losing his voice for the second time.



And when again, he found it, he answered this way: “those categories of vehicles are for VIPs which include the Minister, including you, the Honorable.”



Just then a blast of laughter erupted in the hall which to some extent provided some comic relief to everyone in the hall.



But Rep Manwe wouldn’t stop. He asked again, “can we have the log book of the movement of the car?

With a subdued babbling voice which came in separate minutes, the DG answered ” I am not a transport officer. I don’t know whether they are still keeping those log books.”



When it now became obvious that the DG was exhaustive of all the answers he had, the Lawmakers mandated the agency to bring the man who received the vehicles at the point of delivery by Coscharis Motors.

With that, the hearing came to a close.



In her closing remark, the chairperson, Onyejeocha assured Nigerians that justice would be done to the report of the hearing.



“Fact speak for itself. We have tried to listen to people: Coscharis, the Minister, NCAA, First Bank , BPP and Customs, and we have their submissions with us. We will consider what we have whether it is in line with the extant laws and financial regulations.



We assure everyone and all Nigerian that we will do justice to this hearing,” Onyejeocha said.



Speaking with some Journalists shortly after the hearing, the Minister, Oduah expressed gratitude to the National Assembly for giving her an opportunity to present her own side of the story.

The Nigeria Football Federation, NFF has insisted that none of the 21 footballers currently representing the country at the ongoing FIFA U-17 World Cup in the United Arab Emirates is overage.



The NFF’s clarification comes on the heels of the claims made by Iran’s coach, Ali Doustimehr that Nigeria is parading overage players at the tournament.







Nigeria outclassed Iran 4-1 in the Round of 16 at the tournament on Tuesday but Doustimehr was insistent that his wards lost to players older than 17.



The NFF has now officially reacted to Doustimehr’s accusations insisting that “not one player” in the Nigeria squad is overage.



“I can tell you that not one player from our U17 squad is overage. They all went though Magnetic Resonance Imaging, MRI scans before the tournament and those who failed the tests were dropped,” chairman of the NFF’s Technical Committee, Barrister Chris Green told supersport.com.



Nigeria will meet Uruguay in the quarter finals of the competition on Saturday.



The Golden Eaglets have been in impervious form at the tournament. Manu Garba’s charges are the joint top scorers in the competition with 18 goals racked up in 4 games.

The Nigerian Army on Thursday said it had destroyed two suspected operational vehicles of the Boko Haram sect in the ongoing operations in Maiduguri.







The spokesman of the 7 Division of the Nigerian Army in Maiduguri, Lt.-Col. Mohammed Dole, announced this in a statement.



Dole said that the destruction was to clear the insurgents terrorising motorists on high ways in Borno.



“We have been able to identify camps used by the terrorists in planning attacks against motorists and innocent villagers in Kaga Local Government Area of the state.



“Troops of the division, supported by the Nigerian Air Force, have been able to destroy these camps since we began the operations this week,” Dole said.



He said three surveillance motorcycles believed to be used by the sect in planning attacks had also been recovered.



“They mostly used the motorcycles in spying to plan for attacks on innocent people.



“The General Officer Commanding the division (GOC), Maj.-Gen. Obidah Ethan, is happy with the cooperation of the public towards supplying vital information on the movement of the terrorists.



“I therefore wish to express our gratitude to the public for the support and cooperation extended to us so far.



“We have been able to dislodge the terrorists from their camps which have been their hiding places.



“They are now in disarray, trying to save their lives instead of planning attacks on innocent persons,” Dole said.



He said the division had created patrol teams on major high ways in the state to prevent isolated attacks on motorists. (NAN)

Lagos-2014-budget Governor of Lagos State, Babatunde Raji Fashola (SAN) yesterday presented a 2014 budget estimate of N489.690 billion to the State House of Assembly for consideration and approval.


Presenting the 2014 budget estimate before a large audience of stakeholders including party chieftains and captains of industries, Fashola noted that the proposed budget was about N10 billion shy of the 2013 budget (as amended).


He said the budget has N234.665 billion as recurrent expenditure and N255.025 billion for capital expenditure.


A breakdown of the 2014 budget proposal showed a Total Personnel Cost/Total Revenue of 19 per cent; Total Personnel Cost/IGR, of 27 per cent, and Personnel Cost as percentage of Recurrent Expenditure of 37 per cent, anchored on a zero deficit financing requirement.


The sectoral breakdown is as follows: General Public Service, N100.215 billion; Public Order & Safety, N17.977 billion; Economic Affairs, N160.046 billion and Environmental Protection, N39.727 billion.


Similarly, the Housing and Community Amenities sector got N50.537 billion; Health was allocated N37.8 billion; Recreation, Culture and Religion got N3.482 billion, while N77.423 billion and N2.466billion are devoted to Education and Social Protection, respectively.


Fashola explained that due to the fact that this is the last full year budget that his administration would implement, as he would be handing over the mantle of leadership in 2015, there’s a slight reduction in budget size when compared with the 2013 budget, stating that its focus is “to complete on-going projects, and consolidate on the gains we have made.”


He listed the sectoral highlights of the 2014 budget as; General Public Service, Pensions, Residents Registration and Issuance of permanent residents’ cards, implementation of Public Procurement Law, Public Order and Safety, Computerisation/Automation of Judicial procedures, including e-filing, Completion of on-going High/Magistrate Courts’ projects, Renovation/Rehabilitation of Court Rooms and Judges Chambers, and Improving Safety and Disaster Management.


He also said the budget would focus on implementation of various Independent Power Projects, development of Enterprise Zones in Gberigbe, Ikorodu and Upgrading of Yaba Industrial Park, advancement of Ten-Lane Lagos-Badagry Expressway/Blue Rail Line Corridor, completion of other on-going Road Construction Projects and pedestrian bridges, Agric-YES, Accelerated Food Expansion Program, Rice, Animal Husbandry and Root Crops, among others.


“One of our programmes that we will be paying attenition to is the Residents’ Registration exercise. As I said at the launch, it is for Residents of Lagos and no more. It seeks to register everybody who intends to live here for up to 6 (six) months and beyond, irrespective of where they come from,” he stressed, adding that “with effect from the 1st of December 2013, it will be a requirement in terms of information to be provided in order to enable us to provide service to you or process requests from you.”

The Senate may not appropriate funds for the Subsidy Reinvestment and Empowerment Programme, SURE-P, in the 2014 Budget, if ministers and heads of agencies involved in the programme fail to appear before it to defend how they have handled projects and funds allocated to the SURE-P in this year’s budget, the upper legislative chamber has indicated, warning that it would not condone actions of government appointees who refuse to appear before any of its committees to answer or defend issues relating to their offices.


Giving the warning at a briefing, Senate Deputy Leader and Chairman, Senate Ad-hoc Committee on SURE-P, Abdul Ningi, the committee held to state its position over non-appearance of Minister of Works, Mike Onolememen, at its session, yesterday.


“For us as a committee, we will not take it, we will not condone it. This is a show of lawlessness, and crass ignorance of the law. A minister of this government cannot refuse to appear before any committee of the National Assembly, talk less of the Senate committee that is saddled with the responsibility of unfolding a programme that is not clear to Nigerians,” Ningi said.


He described as inappropriate the way several government appointees had treated the National Assembly in like manner in the past, adding that by refusing to appear before the committee, the ministers were clearly showing the world and Nigerians in particular that President Goodluck Jonathan appointed the wrong people in government.


“Why we invite these ministers is to come and give a run-down of their activities and their challenges; but here we are, a country that does not regard the rule of law. These ministers continue in their wishful thinking that they can frustrate this committee.


“We will take every available legal instrument to deal with them and for some of us, when they cannot come and answer on a laudable programme such as SURE-P, then certainly, they are trying to undermine this government, they are trying to undermine the president and the National Assembly.


“Therefore, this will be the last time that we will condone any minister, whoever he is, and whatever is his portfolio and whatever is his connection that he will not appear before the Senate committee and without any reason for doing that,” he threatened.


Speaking further, Ningi said, “And this is a programme that a lot of people are asking questions and therefore they are making this programme shrouded in secrecy. And it is clear that a strong message be sent to the president and his ministers, otherwise among some of the things we may take, we can refuse to appropriate a single kobo to this programme but before we do that, there are available options that can be taken in making sure that any public officer who is required by a committee must appear.


“I will repeat this, this is no longer business as usual, people must be accountable, and they must be responsible for their actions. Any minister who therefore refuses to show his face, we will take necessary legal actions against him,” he added.
